Creating a ‘green wheel’ of open spaces and routes around one of north Norfolk’s most popular market towns is a goal of a long-term vision.
The Holt Neighbourhood Development Plan outlines how Holt could grow until 2036.
People will have a chance to vote on the plan - which outlines where housing, business and green spaces could be developed - at a referendum on June 29.
Maggie Prior, chair of the Holt Neighbourhood Plan, said in an introduction to the plan documents: “Once our plan is adopted, following a favourable local referendum, it will form part of the ‘development plan’ alongside the North Norfolk Local Plan.

“Together they are the starting point for deciding how future development should take place in Holt, including type and quality of that development to ensure that it meets local objectives and needs.”
Improving connectivity around the town is a major goal of the plan, which envisages a “green wheel” for walkers and eventually cyclists.

The wheel would consist of foot and cycle paths, bridleways, quiet streets and lanes and public transport routes, and it would be supported by ‘spokes’ leading in and out of the town.
The plan says: “In the short term, some sections may only cater for walkers, but the long-term aim is to create a complete circuit available to cyclists, including the provision of links to the National Cycle Route 1 which runs 14 miles west of the town and links nearby towns such as Wells-next-the-Sea in the northwest and Reepham in the south.”

The referendum will take place at the Norwich Road Methodist church between 7am and 10pm.
The question on the ballot is: 'Do you want North Norfolk District Council to use the neighbourhood plan for Holt to help it decide planning applications in the neighbourhood area?'
